THE MAIN STAGES OF THE PROJECT ARE:
1) Official launch of the project and signature of the protocol with the beneficiary municipalities.
This seminar was held on January 15th 2015, in the Rectorate of the Lisbon University.
2) Conducting training sessions targeted to municipality technical staff:
a. 1st training session on the theme “Current vulnerabilities”.
In this session, held on January 15th 2015, in the Rectorate of the Lisbon University, the goal was to empower the municipality technical staff in order to engage in the process of preparation of the Municipal Strategies for Climate Change Adaptation, identifying the main current vulnerabilities of their municipality.
b. 2nd training session on the subject “Future vulnerabilities and adaptation”.
This session was distributed in four meetings held on March and April 2015, performed in the North, Center, Lisbon and Tagus Valley and South regions.
c. 3rd training session on the issue “Identifying and Selecting Adaptation Options”.
This session was also distributed in four meetings held on September and October 2015 on the previously mentioned regions.
d. 4th training session aimed for technical staff of no-beneficiary municipalities of the project.
In this stage, it is intended to share the experience of the participating municipalities to othersin their region, and capacitate their technical staff. Several sessions will be held on April and May 2016, in the North, Center, Lisbon and Tagus Valley, Alentejo, Algarve, Azores and Madeira regions.
It is intended for every municipality to present the developed work, and setting the bases for the implementation of its Municipal Strategy for Adaptation to Climate Change and its involvement in the Municipalities Network and Adaptation Community, a key aspect for the project’s continuity after its closing date.
3) Official closing of the project and last training session as the final assessment of the Municipal Strategies for Adaptation to Climate Change
This meeting, national wide, will be held on November 2016 and will gather all technical staff persons from every municipality participating in the project to sum up the achieved results. The main results will be presented and every stakeholder will participate: funding entities, beneficiary municipalities, project technical team and experts, as well as other municipalities and regional and national authorities.
4) Creation of the Adaptation Community
The adaptation community shall assemble municipalities, the Portuguese Environment Agency, the Directorate-General for Territorial Development, the National Association of Portuguese Municipalities, the National Association of Portuguese Municipalities, the National Authority for Civil Protection, the Regional Coordination and Development Commissions and Madeira and Azores regional governments. The goal of this community is to support the local adaptation, promoting the dissemination of the strategies, the governmental multi-level integration and the engagement of the sectorial diversity present in the National Strategy for Climate Change Adaptation.
The project ends on December 2016.
